Moo Goo, all the way. They have products specifically for babies, for cradle cap or itchy scalp. It's seriously great stuff. I would go for that. And it's very gentle.
Have you tried a Detangler? One of my daughters has really thick hair, but the other has fine, straight hair that is prone to tangles and breakage so we've had to use a Detangler for her since she was very little. I used to use Angel Mist (I think the brand was Juuce, or something like that?), but then I started using O & M's detangling spray and it was good too. There are some great all natural brands available too, like Pineapple Heads which is a natural hair care line just for little ones. Use a spray every time you brush or comb. It makes a huge difference!
We use the Palmolive kids feta glee. As my little one has curly hair it's dry and very uncontrollable
Simple baby shampoo is fabulous. I found it recently and use it on my own hair and it has improved scalp issues that I've had all my life (not eliminated, but improved). And I use it without conditioner - no build up, but no tangles, soft manageable hair. I love it.
A tangle teezer hairbrush is the best.
I also love using coconut oil on the tips
Try using coconut milk rather than oil.
Use a tangle teezer for knots. Her hair shouldn't be dry. It sounds like there's an underlying issue. Look at her diet, is she getting enough omega 3?

I second coconut milk ;)
Avon have a lovely kids detangling spray in Avon naturals range. Good for grown ups too.
MooGoo have a great range of stuff for kids and adults that's really gentle and natural. Their milk shampoo is great and I found it worked really well on my 3 year olds mop! It's also really gentle on skin and it really helped with his dermatitis and cradle cap too.
Did the hair problem get solved?
